What is a sequential interlock seatbelt? 

A sequential interlock seatbelt is a safety system that requires the operator to be seated and wearing a seatbelt before the forklift can operate. 

It prevents the forklift from starting, moving, or using hydraulic functions unless the correct sequence is followed 

 

What is the deadline to have a sequential interlock seatbelt fitted? 

The Operating Rule takes effect from 1 May 2026. 

However, it is recognised that not all forklifts can be fitted immediately. The interlock will be checked at your next scheduled forklift examination as part of the annual registration process. 

For example, if your forklift is due for renewal in January each year, this will be reviewed in January 2027. 

 

What if my forklift does not have a sequential interlock seatbelt at registration or re-registration? 

Your service provider will work with you and the MMA to agree on a practical timeframe to have the interlock fitted. 

The focus is on getting the right safety measures in place as soon as reasonably practicable. 

 

Do I need to have this completed by 1 May 2026? 

No — but the rule does come into effect from this date. 

The interlock will be checked at your next forklift registration or annual re-registration. 

For example, if your forklift was re-registered in December 2025, it will be reviewed again in December 2026. 

This requirement is in place to help protect operators and others on site, so businesses are encouraged to install the interlock as soon as they can. 

 

What happens if I continue to operate a forklift after its registration has expired? 

Operating an unregistered forklift on Market land is a breach of Operating Rules. 
Any business found doing so may face penalties according to the current process. 

 

Who bears the cost for the retrofit?  

The cost of any necessary retrofit is the responsibility of the forklift owner or operator. 

 

How can I tell if my forklift already has a sequential seatbelt interlock?  

Contact your forklift supplier or service provider to confirm whether your forklift is compliant. 

 

Why do I have to register my forklift with both VicRoads and the MMA? 

The Melbourne Market is a unique operating environment with additional safety and operational requirements. 

MMA registration helps ensure forklifts meet the standards needed to operate safely within the Market. 

 

Why is this requirement being introduced? 

This requirement follows a WorkSafe Performance Improvement Notice issued to the Market. 

Sequential seatbelt interlocks are a well-established safety control that helps reduce the risk of serious injury, particularly in rollover or collision incidents. 

While sequential interlock seatbelts are a compliance requirement, the intent is to work together with businesses to improve safety outcomes for everyone in the Market.
